Error when I try to add "Service Reference" for oData -- .net framework 4.5

I'm using Visual Studio 2013 Preview with .net 4.5.  Just a beginner, so I created a C# console app to connect to an oData feed from Windows Azure Datamarket.

In Visual Studio when I my data feed root URL as a "Service Reference" in the Project and click GO, I get an error dialog with text like this>>

"...unable to add a service reference to this OData feed because WCF Data Services is not installed for this target framework...".

The error message gave a url for me to follow for more information, but this led to the NUGET website. I've installed Nuget and browsed through the packages, but could not find anything with this specific name. After installing several other things that looked similar, the error still occurs.  

The root URL works.  I can paste it into a browser and get XML back, so the problem is definitely with my .NET setup.

What do I need to do to get this working?
