Cannot add an Access Connection

On a Windows 8,1 computer, I installed Access 2013 32 bit and created a test file.

I opened Visual Studio 2013 and created a test program.  I added a Data Base connection to the Access DB and when I tested the connection (in the Wizard), I get the  "unrecognizable database format" error.

Some threads on this error imply that the VS has to be set to x86, but I only see that option on the compile setting.

Any light on this subject would be welcome.
