Bogus Remote Debugging Monitor Error

Visual Studio 2013 Ultimate with latest update on Windows 8.1 64 bit

Any ideas on how to fix this error? There is no remote computer involved or any code that references a remote computer. Code worked as expected on Visual Studio 2012. Code executes OK with 'Start without Debugging' or by executing the script's debug.exe directly in the LocalDebug folder. I have repaired VS. I see no errors in event logs or elsewhere. There must be some setting, property or registry key I have missed.

Local Run Error
Could not run the script locally due to internal error.
System.Runtime.InteropServices.COMException (0x89710016): Unable to start program 'C:\Users\...\Documents\Visual Studio 2013\Projects\...\...\bin\LocalDebug\SSlocal1.script.Debug.exe'.The Microsoft Visual Studio Remote Debugging Monitor (MSVSMON.EXE) does not appear to be running on the remote computer. This may be because a firewall is preventing communication to the remote computer.
