Which version of MS Studio Fits our Needs?

Hello,

We need some expert help in deciding which version of Microsoft Visual Studio to purchase.

I am developing a system for a small business where we will need a version of visual studio that is extendable, agile, and mobile. Starting small, initially, the plan is to build two secure databases in the cloud.

To keep the scenario simple, one database table will create a client number for each customer, and all of the customer’s important information will be stored there. The second DB table in the cloud will use the customer’s number in a record of all the fields that are business related to the particular client. The business related fields assigned to each customer in the second DB table will be captured via new web forms that will need to be created using a version of visual studio. These new web forms will need to display on an already active, pre-built, website. In turn, once the customer saves their information, after completing the web form, an interface needs to be developed that sends the customer’s input to the two database tables in the cloud.

We would like to treat the customer’s saved input as an inquiry. So, perhaps we can later turn this data into a sales order, invoice, and payment received functionality, like a small enterprise system. Then, in the future, we will create reports to query the data stored in the cloud for analytical reporting.

I know that the owner does not want to spend more than $1000. I actually signed up and downloaded a 90 day free trial of Visual Studio Express 2013 for Web, and also Visual Studio Express 2013 for Windows as a starting point. so I could determine which tools will be vital, which ones won’t, and which ones might be missing. We cannot afford Premium package. Now we are considering the Visual Studio Professional Package. So, I am wondering if this will satisfy the requirements that I discussed above? I now realize that Express for Windows is for developing apps, so my assumption is, this will not suit our needs.

It is a virtual business, 5 to 10 users. I am the only developer.

However, I’d rather start development with a Visual Studio Package that will not have to be downgraded. Because, I now know that the owner  does not want to spend this much money. We have looked into BizSpark as well, where a 3 year free trial and support is offered. But, even in this environment, the amount of choices is overwhelming. Also, MSDN support is a good to have as well. My plan was to use C++, while I am a programmer, I have never coded in C++ before, build forms, databases, and a web interface. I am also thinking that some .NET tools will be necessary too.

Can anyone provide some insight, or Visual Studio options, as well as MSDN licensing options?
