Cannot find templates to code in c# anywhere

When creating a new file, this window:

Sadly, I cannot make Visual C# files. I tried "click here to go online" but it does not show anything even though I have Internet Explorer installed.

After reading this page:

I realized that this box: http://i.msdn.microsoft.com/dynimg/IC594347.png (It never appeared "When you start Visual Studio for the first time")

So I tried Reverting all my changes too : http://msdn.microsoft.com/en-US/library/vstudio/zbhkx167#bkmk_reverting
