Why can't I debug my website?

I transferred my web pages from another computer and they appear to work fine when executed with Debug’s option of “Start Without Debugging”. But, I am unable to set a breakpoint and have my website break at it with the “Start Debugging” option. First, I selected a line of code within the script section of a web page and then selected the “New Breakpoint” and “Break At Function” options. This causes the “New Breakpoint” window to appear with the selected line of code displayed in the “Function” box. It indicates that the code is at the first character of the first line even though it is actually at another line of the code. After specifying the correct language and checking the box to have IntelliSense verify the function name, I then clicked the “OK” button. This causes a message to appear that says, “IntelliSense could not find the specified location. Do you still want to set the breakpoint?”  When I click the “Yes” button and attempt to have execution stop at the specified location after running the website with the “Start Debugging” option, no breakpoint is reached. The “Remove All Breakpoints” option appears to function properly, but no breakpoint is ever encountered. What am I doing wrong?
