VS2012 MVC SSL Self-signed Certificate Ports 80 and 443 Nonsense

I am trying to write an MVC4 app which uses SSL using VS2012. I want to debug over ports 80 and 443 for various reasons, not the least of which is >>that's the way the site will be used in the real world<<. I am developing under Win8 64 bit.

I've followed the instructions on Scott Hanselman's blog (http://www.hanselman.com/blog/WorkingWithSSLAtDevelopmentTimeIsEasierWithIISExpress.aspx) to do this. Including the interesting bits that are in the comment section.

Unfortunately, the fix does not "stick". Every time I reboot my development system I have to uninstall and reinstall IISExpress 8, import the self-signed SSL certificate, issue a bunch of netsh commands at an elevated command prompt, etc., in order to do something which should work simply right out of the box.

It's not as if developing an SSL-using website is such an oddity, after all. In fact, nowadays it's pretty much a basic requirement.

I would like Microsoft to explain exactly how I configure my development system to allow the development of SSL enabled websites over ports 80 and 443. In a fashion which does not require me to reinstall pieces of the operating system every time I start my system.
