Browsing for a 'Publishing Folder Location' and window cutoff at bottom

For both VS 2010 and VS2012, when I go to Project Properties / Publish tab / Publishing Folder Location / click the browse button, I get the window for browsing.

On my old laptop (using Windows 8), I could see the entire window OK. But on my newer laptop (also Windows 8), the window is truncated at the bottom, so I cannot see the buttons at the bottom. The window is fixed size so I cannot resize it.

So I checked my screen resolution via control panel. It is set to the max which is 1366 x 768. However, just below there is a yellow triangle warning saying 'Your resolution is lower than 1280 x 960. Some items might not fit on your screen.'

So what can I do? Where is the problem? Is having '960' for the Y-axes the minimum for all windows? I would hope that windows would not assume any size and would adapt by using MinHeight, or WindowState is maximized, etc.
